Sebastian Deh is a Development and Banking expert specializing in Technical and Vocational Education and Training (TVET), development project management, and Small and Medium Enterprise (SME) banking.
Currently, he serves as the CEO of Atlantic Development Finance Company and the Executive Director of HeadHands Skills Support Foundation. He also acts as a Technical Advisor on various national and international development projects related to TVET and skills development.
Previously, he was the Executive Director/CEO of the Council for Technical and Vocational Education and Training (COTVET), now rebranded as CTVET, where he led the implementation of four major national projects supported by the World Bank, AfDB, DANIDA, and GIZ over three years. Subsequently, he served as a Technical Advisor to Ghana’s Ministry of Education, focusing on TVET policy and strategy reforms for one year. Over a cumulative period of four years, ending in 2017, Sebastian played strategic leadership roles in coordinating and managing development projects aimed at enhancing the performance of the Ghanaian labor market.
During this period, significant achievements included the institutionalization of The Skills Development Fund (SDF), implementation of the Competency-Based Training (CBT) policy across the TVET value chain, certification of learners under the National TVET Qualifications Framework in line with the COTVET law, introduction of the TVET Voucher funding system in Ghana, and infrastructure enhancement in selected TVET institutions. These initiatives have enhanced human and institutional capacity for CBT adoption, improved TVET and skills development, and strengthened their linkage to the industry.
Sebastian holds a Master's Degree in Banking and Finance for Development from the Giordano Dell’Amore Institute (Milan, Italy), a Post-Graduate Certificate in Micro-Enterprise Finance from the University of Reading (United Kingdom), and a BSc (Hons) Degree in Agriculture from the University of Ghana.
